The Commission advises the Minister of Finance & Affordability on administrative pension issues and provides a forum for the purpose of reviewing issues which may arise in administering the Plan. This forum permits open consultation on matters relating to the Public Sector Pension Plan Act.

The Joint Investment Advisory Committee (JIAC) was created to give the beneficiaries of the Master Trust (civil servants, teachers, and MLAs who pay into it) a voice in deciding how their pension funds are to be invested. The JIAC provides advice to the Minister of Finance & Affordability on the following items:
- Protection of the principal assets of the Master Trust
- Monitoring of costs
- Recommendations on investment fund asset mix
- Review of investment fund and fund manager performance
- Compliance with both federal and provincial requirements relating to ownership of foreign equities
Union representatives who are appointed to the Public Sector Pension Plan Commission and Teachers' Pension Plan Commission automatically join the Committee. Government and retiree representatives are appointed to the Committee by the Minister of Finance & Affordability.
